Commission approves rezoning of Downers Addition lots to allow multifamily housing

Sheridan County commissioners on May 6 approved an application to rezone Lots 10 and 11, Block 28 of the Downers Addition from C-2 commercial to UR urban residential to allow a potential three-unit multifamily dwelling.
County planner Mark Reid told the board the subject site covers about 9,840 square feet, was originally platted in 1912 and is designated as urban residential in the Sheridan Joint Planning Area Plan (2017). Reid said water and sewer service would come from the Downer Neighborhood and Improvement Service District and fire protection from the Sheridan Area Rural Fire Protection District. He also noted the site lies inside the Groundwater Protection Area identified in the county zoning rules.
Reid said the surrounding area is principally urban residential with scattered small businesses and that the proposed UR zoning would remove commercial uses while allowing higher-density residential uses, including multifamily dwellings if lot-area standards are met. He told commissioners the Planning and Zoning Commission voted 4-0 on April 3, 2025, to recommend approval.
The board opened a public hearing at about 9:20 a.m.; no members of the public spoke on the item and the hearing was closed within minutes. Commissioner Jennings moved to approve item R25-001 as recommended by the Planning and Zoning Commission; the motion was seconded and approved by voice vote.
Commissioners who spoke during discussion said they supported the rezoning as consistent with the jointly adopted plan and as a form of efficient infill housing. Commissioner Jennings said he was “excited to see more housing development” in the Downers Addition area. Commissioner Bridal said removing commercial zoning to allow multifamily dwellings “certainly seems to be a good venture” for that neighborhood.
No amendments or conditions were recorded on the motion. The rezone will permit the applicant to pursue a multifamily concept subject to standard zoning and development standards and required permits.
