The Apple Valley Town Council unanimously approved a substantial amendment to the town’s 2022–2026 Consolidated Plan and the 2024–2025 Action Plan to add a façade rehabilitation objective and to permit reallocating HOME program dollars for affordable housing acquisition and rehabilitation.
Sylvia (town staff) presented the amendment, explaining the town completed a slum‑blight analysis for the village area and is seeking HUD approval for a 10‑year certification to allow grant funding in that area. ‘‘If approved, staff will be adding a facade rehabilitation objective to our consolidated plan. This will allow us to fund future business grants and allow us to improve businesses in the area for exterior improvements, including painting, windows, signage, lighting, ADA compliant parking, and path of travel,’’ Sylvia said.
On the housing side, Sylvia told council members the town will add an affordable housing objective that allows reallocation of existing HOME funds for a home acquisition‑rehab‑resale program. ‘‘If approved, we'll be reallocating 500,000 from existing home dollars toward the acquisition rehabilitation resale program,’’ Sylvia said. The change restores a local option for acquiring homes in need of rehabilitation and providing down‑payment assistance for first‑time buyers when aligned with program requirements.
The council voted on the amendment during the public hearing portion of the meeting; a motion to approve the substantial amendment and to authorize the town manager to execute related documents passed unanimously. Staff said the amendment positions the town to pursue façade and housing rehabilitation grants and to resume an acquisition program if additional funding is secured.
No members of the public registered to speak on the item during the hearing. Staff noted that continued federal and HUD approvals are required for program implementation and that funding availability for the next program year remains subject to grant awards.
