Council amends HUD annual action plan to cancel Robinson House restoration and return $155,000 to CDBG funds

The City Council approved an amendment to the 2018–2019 HUD annual action plan on April 22 to cancel a previously funded Robinson House restoration project and return unused Community Development Block Grant (CDBG) funds to the city’s unprogrammed CDBG balance.
Michelle Guzman, project manager for HUD federal grants, told the council that the Robinson House restoration received $340,000 in CDBG funding in 2018 and that earlier amendments extended the project schedule after pandemic‑era delays. Guzman said the city was unable to secure a contractor within an appropriate timeline and recommended cancelling the grant‑funded project and reimbursing HUD roughly $155,000 of program funds.
Guzman said the city published public notice on March 23 and opened a 30‑day comment period; staff reported no public comments were received. The council approved the amendment, and staff said the unused portion will return to the city’s unprogrammed CDBG funds for reprogramming.
Staff will update HUD and proceed with reallocation of the returned funds in accordance with federal requirements.
