City shortens agenda posting window to three days; commissioners raise accessibility and timing concerns

Staff informed the commission that agendas for some commissions will now be published three days before the meeting date, a change approved by the Governmental Process Committee and council to allow more agility in adding items. Staff noted the Commission on the Deaf’s agendas are not among the exceptions and reiterated the new three‑day timeline will apply to some commissions.
Commissioners expressed concern that a shortened publication window gives the public less time to prepare and reduces notice for those who rely on interpreters or other accessibility services. Daisy, the staff liaison, advised commissioners to continue submitting agenda items early and offered guidance on printed packets: agendas are available as a digital packet via a link in the staff email and staff will continue to print courtesy copies when requested but can limit printed pages on request.
Commissioners discussed accessibility tools for meeting materials. Staff and commissioners reported progress on adding ASL video and captioning to City of Riverside web pages and discussed using QR codes and condensed printouts to make large packets easier for commissioners to review. Staff said they will continue to provide printed materials on request and to work with Riverside TV and marketing to improve captioning and ASL video availability for web content.
