House approves increases to Land Use Board of Appeals filing and intervention fees

Helm said the bill raises the fee to start an appeal with LUBA from $300 to $350 and increases the intervention fee from $100 to $200; he described the change as a long-overdue administrative update to cover LUBA's costs. "These fees will help with administrative costs at the Land Use Board of Appeals and limit their general fund ask," Helm said on the floor.
The bill as read contains additional procedural clarifications about notice, appeal windows, record transmission, intervention, mediation options, and tracking requirements for reviews. Sponsors said the statutory changes also aim to reduce the number of late or invalid filings by clarifying deadlines and fee consequences. The House voted to pass the bill on third reading.
Helm characterized the changes as straightforward housekeeping that have bipartisan support and will bring Oregon into alignment with current LUBA practices.
