Panel advances bill expanding insurance coverage for prosthetics and orthotics

The House Committee on Behavioral Health and Health Care voted May 20 to send Senate Bill 699A to the House floor with a "do pass" recommendation.
Committee staff said the measure expands requirements for individual and group health insurance plans to cover medically necessary prosthetic and orthotic devices, including repair and replacement. The staff briefing also said the measure would exempt PAB and OAB from certain coverage requirements unless those plans choose to opt in; the committee recorded a dash-6 amendment on the chair agenda that the sponsor chose not to move during the work session.
At the work session Representative Pham thanked advocates and insurers for negotiating on the bill and said she hoped the measure would expand access to fittings, repairs and replacement of prosthetic devices. Committee staff described the fiscal impact as minimal and noted no revenue impact.
The motion to move SB 699A to the floor passed on a roll call; the committee recorded that Representative Hamill volunteered to carry the bill to the floor.
