A staff presenter described the bill: "The measure provides a right of action against a transient lodging provider or transient lodging intermediary, that makes or transmits a visual image or recording or audio of an occupant in a private space without the occupant's consent. It includes capturing, making, storing, transferring, transmitting, and broadcasting as acts covered by the measure as well as intentionally permitting another person to do those acts." The presenter noted the bill permits recovery of compensatory damages and attorney fees under ORS 30.831 and takes effect 91 days after adjournment.
A committee member moved the bill to the floor with a due pass recommendation; the clerk called the roll and the motion passed. The presenter said the bill had minimal fiscal and revenue impact and had passed the Senate with unanimous support.
