Representative Dan Sadler told the House Labor and Commerce Committee that House Bill 20 would prevent businesses and insurers from charging customers a fee for receiving paper invoices, statements or other documents by mail.
“For the record, this is Dan Sadler, representative for District 24,” Sadler said, explaining that the bill would bar businesses from charging a fee for paper documents or from offering discounts only to customers who accept electronic delivery. He told members the change is intended to protect Alaskans without reliable internet access and older residents on fixed incomes who are disproportionately affected by monthly paper-document fees. Sadler said the bill would not cost the state anything.
The committee opened public testimony and recorded that no one in the room or online had signed up to testify; the committee closed public testimony and set an amendment deadline of 9 a.m. Friday, May 16. No motion or vote on HB 20 was recorded during the hearing.
