The House voted 51–13–1 to lay over consideration of the governor’s veto of Senate Bill 86 until May 9, 2025. The motion followed extended, emotional remarks from lawmakers who said families of victims urged continued legislative action.
Speaker Pro Tem Besenacker and Representative Hartsook spoke at length about the families who testified in committee and on the House floor, urging colleagues to recommit to a legislative solution that addresses illicit online markets and harms including trafficking, sextortion and illegal firearm sales. Besenacker said the veto did not resolve families’ concerns and described the matter as one of “heart” and public safety. Representative Hartzook, sponsor of the original bill, said the chamber must continue a process of refinement and pledged to pursue revisions that address opponents’ constitutional and jurisdictional concerns while preserving protections for victims.
