Justin Harrison, Provo executive director, proposed a narrow revision to the council handbook during the May 6 work session to permit implied motions in Redevelopment Agency (RDA) meetings by adding language to Section 9 (meeting procedures).
During the same discussion, Councilor K (Bogdan) moved to add the stormwater service district tentative budget to the items that could be adopted following the handbook clarification. The motion received a second and the council voted by roll call: Councilor George Handley — yes; Councilor Bogdan — yes; Councilor Gary Garrett — yes; Councilor Whitmore — yes; Councilor Katrice McKay — yes; Councilor Hogan — yes. The motion passed 6–0 with Councilor Craig Christiansen excused.
Council staff said the handbook language change was intended to ease procedural motions for RDA board meetings and that the stormwater tentative budget addition would be formally reflected in the handbook text and carried to the evening meeting for adoption as needed.
The action at the work session was a procedural amendment and a recorded unanimous vote to proceed; no substantive policy changes to stormwater rates or final appropriations were made at this meeting.
