Select Board members and staff reviewed how the Diversity, Equity & Inclusion Commission submitted the requests. The board agreed that proclamations typically appear in the packet and are often voted on immediately, while flag-raising specifics can be returned for a separate vote or additional review. One Select Board member told the group the sponsor should provide a one-paragraph cover memo when submitting future flag or proclamation requests that notes the date, sponsor and any request to fly additional flags.
Members also asked staff to prepare a standard form for future requests to make submissions more consistent with the policy’s requirements (date, sponsor, and whether additional flags will be flown). For the Juneteenth request the board said there was no additional request to fly extra flags on light-pole holders this year; for Concord Bridal Day the DEI commission requested both a flag raising and decorative flags already owned by the town.
The board voted unanimously to approve the proclamations; members said they expect to discuss the specific flag-raising votes at a subsequent meeting to confirm logistics and scheduling.
