Council hears finance update as municipal-complex budget rises to $32 million; staff advances TIF economic plan

Finance Director Matthew Henson told the council that most general-fund and police-related funds were within policy after tax season, but the employees' termination benefits fund remained out of policy. He presented year-to-date comparisons showing total income tax collections of $946,000 in 2024 year to date and $994,000 in 2025 year to date. Henson said attorney general collections were down about $188,000 and that the change primarily reflects fewer delinquent filings rather than a drop in regular withholding.
Henson described an agenda motion to increase the municipal complex estimated budget from $29,000,000 to $32,000,000. He said the increase reflects potential inclusion of an interior walking trail in the YMCA portion of the project and additional space requests; he and project staff expected further design meetings and possible additional budget requests.
Separately, staff presented an ordinance for an economic plan to establish what the materials called the "Marconi Funds Incentive District," which staff said would likely be called "Trenton Square" in the PUD. Henson said this is the next step to allow a TIF (tax-increment financing) district, which would use pilot payments from that area to fund public infrastructure improvements such as roadways, fiber and municipal complexes.
Planning and development staff also described a subdivider agreement and performance bond request for the Arlington Park subdivision and said the final plat could be sent to the planning commission; staff indicated authorization to sign could be given once required checks are received.
Councilors asked questions on timing and next steps. The work-session transcript does not record a council vote approving the budget increase, ordinance adoption or subdivider sign-off during this session; several items were described as moving forward to additional design meetings or to the planning commission.
