The project manager told the Buildings & Grounds Committee the low bid came in higher primarily because of turf pricing; staff said turf prices rose about 9% from 2024 to 2025. Monica Barkowitz, Purchasing Director, summarized the procurement process: “We followed our public bidding process ... we open sealed bids,” and said the city reviewed bids for accuracy and contractor qualifications.
