Monroe staff say DOJ will reimburse two years of body-cam costs; Ohio EPA grant proposed for salt-brine maker

A staff member told the Monroe City Council finance committee that the council agenda includes two grants: a Department of Justice reimbursement through its body-worn camera grant program covering two years of the city’s Axon Enterprise service agreement, and an Ohio EPA grant to buy a salt-brine maker for winter road treatment.
Staff said the DOJ reimbursement covers two service payments already budgeted and thus effectively reimburses planned costs. "So we're basically getting reimbursed 2 years worth of our Axon enterprise, service agreement. So it's about $4,045,000 dollars," the staff member said. Staff characterized that type of reimbursement as especially valuable because it pays for expenditures the city intended to make.
On the salt-brine maker, staff said the Ohio EPA award is for $75,000 and would support more efficient pretreatment of streets during winter storms. Jason Holbrook, identified in the discussion as the city’s street supervisor, was mentioned as the staff contact to explain equipment size and storage needs; staff said larger storage tanks and offloading capability would be required for 1,000-gallon-plus units and that the grant application had pictures of current crew operations included in the packet.
Staff said the grants were in the council agenda for consideration; committee discussion included logistics and storage but no formal approvals in the finance committee meeting.
The committee did not vote on either grant during this session; both items will appear on the full council agenda for formal action.
