Richmond Heights council approves police equipment purchases, drainage contract and surplus sale authorizations

Richmond Heights City Council approved several resolutions and procurement actions at its meeting, authorizing purchases for public-safety equipment, accepting a contractor for a drainage improvement project and authorizing an online surplus-property sale.
Mayor Thomas introduced a series of resolutions. Resolution 67-2025 authorized intent to sell surplus personal property by Internet auction and name GovDeals.com as the sales provider. The council voted unanimously in favor.
Resolution 68-2025 authorized the mayor to enter a purchase agreement with Hall Public Safety Outfitters for four vehicle docking stations and appurtenances for the police division; council members recorded unanimous votes in favor and the resolution passed. Resolution 69-2025 authorized purchases from Chagrin Valley Dispatch for mobile data-terminal (MDT) computers, a mobile radio and an in-car video system at a price below Ohio Cooperative Purchasing Program pricing; that resolution also passed unanimously. Council also accepted the low bid for the Harris Road / Harms Road drainage improvement project and authorized a contract with Cook Paving and Construction Company, Inc. under Resolution 70-2025; the roll-call vote was unanimous and the resolution passed.
The meeting also listed Ordinance 33-2025, an amendment to the planning and zoning code to prohibit adult-use cannabis operators; that ordinance remained at third reading and was not adopted. Separately, Ordinance 71-2025 to add a new B-3 Commercial Business District was placed on first reading and was referred to the Planning Commission for review and recommendation.
Council roll calls for the passed resolutions show all voting council members—Jordan, Justice, Lewis, Nelson, Robinson, Silver and Ursu—voted yes on the recorded items.
Less-critical details: the Chagrin Valley purchase was presented as offering a lower price than available through the Ohio Cooperative Purchasing Program; the surplus sale referenced Revised Code section 7.21.15 in the meeting description.
