Road department outlines urgent wing-wall repair and $625,000 plan to replace Azalea Road bridge

Appling County road department staff asked commissioners to authorize work to repair storm-damaged road structures and to consider a larger replacement for a repeatedly damaged bridge on Azalea Road.
Staff described a wing wall on Holmesville Road that has been undermined by recent storms and said a contractor quoted $48,600 to remove and replace the wing wall, including drilling and pinning work to tie in the structure. Staff recommended obtaining additional bids but said timeliness was important because another rain event could erode the roadbed.
In a separate discussion, staff described the longstanding problem at the Azalea Road bridge. The road department presented a proposal to replace the existing approximately 38- to 40-foot span with a 70-foot precast bridge; staff said the total project price was approximately $625,000. Staff noted removal of the existing bridge and some traffic-control work could be done in-house and estimated that could reduce the county-paid amount by about $100,000.
Staff said both projects had been submitted to FEMA for possible reimbursement but cautioned that FEMA timelines and amounts are uncertain. Commissioners requested at least one or two additional bids for both the wing-wall repair and the bridge replacement, and staff said they would continue to pursue FEMA funding and bring updated cost estimates and additional bids back to the board.
The board agreed the Azalea Road bridge and the wing-wall repair are safety priorities and directed staff to obtain additional bids while advancing FEMA paperwork.
