County accepts Georgia Asphalt low bid for multi-project paving contract totaling about $3.39 million

Appling County commissioners voted to accept the low aggregate bid from Georgia Asphalt Producers for a multi-section paving contract that staff said totals $3,391,266 and covers several SPLOST- and LMEA-funded road projects.
Staff presented four sections in the bid package that include paving and separate stripe-only safety (SAP) work. Commissioners discussed that one SAP section had tied or higher bids for that specific striping-only segment even though Georgia Asphalt was lowest on the aggregate package. Staff and the county attorney explained the work was bid as a single package and that the board must accept the overall low bidder rather than mix vendors across sections without re-bidding.
"If you bid it out as one project, not two... you gotta accept one or the other," a staff member explained. Commissioners discussed splitting bids but acknowledged the bid documents had been drawn and opened as a single project; one commissioner said the board should evaluate the aggregate bids. After discussion, a commissioner moved to accept the low bid as presented; the motion was seconded and carried.
During the discussion commissioners confirmed the package pulls from multiple funding sources (2024 SPLOST, 2024 and 2025 LMEA/LRA allocations and a 2024 LMEA SAP safety stripping fund) and that the listed roads in the package were the first prioritized section of a larger multi-year paving plan. Staff said additional funding and future sections will be brought forward as other funds become available.
The board instructed staff to proceed with contract execution with Georgia Asphalt Producers and to return to the board if separate rebidding or subcontracting options became necessary.
