Votes at a glance: Bay Village council backs school levy support, code updates and grant filings

Bay Village City Council used its April 7 meeting to adopt a series of administrative and policy measures in one session.

Key votes

- Council adopted Resolution 25-42 to recommend the passage of a permanent tax levy for the Bay Village City School District to appear on the May 6 ballot. Council members said the measure involves no new tax increase and will fund capital improvements, including school safety entrance upgrades. The resolution passed unanimously on roll call.

- The council adopted two code updates (Ordinance 25-34 and Ordinance 25-35) amending local rules on movement of soil during construction and on soil erosion, sediment, waste and stormwater runoff to reflect state codes. Councilmembers said the redlined revisions appeared comprehensive and staff recommended moving them forward.

- On a separate motion, council voted to "not request an application" for a D5 liquor permit for a business identified in the packet (Takeoff LLC). Councilwoman Sarah Burns Meyer introduced the motion; the motion passed on a voice/roll-call vote.

- Council also adopted Resolution 25-44 to authorize filing a grant application with NOAA for a shoreline habitat and coastal resilience project (covered separately in this package).

All measures were approved by the council in roll-call votes during the regular meeting; the clerk recorded unanimous affirmative votes among voting members present for each listed item.

What it means

The levy resolution signals local support for the school district's permanent improvement levy, which city representatives said allows the schools flexibility for capital and safety improvements. Repealing the confidential investigation fund is an administrative cleanup; city staff said the funds were moved into the law enforcement trust fund and the ordinance language was no longer needed. The soil and erosion updates align local code with state requirements for construction projects and erosion control.
