Key project notes: several resurfacing and reconstruction efforts are planned (including West Eagle, Lincoln Boulevard, Liberty Street, North Saint Clair design segments), sanitary and storm sewer repairs are out to bid, and design work was scheduled for wooden pedestrian-bridge repairs. Some 2025-funded projects will be constructed in 2026 because grant and procurement timelines delayed on-site work.
Sidewalk program: engineering outlined the revised sidewalk-enforcement timetable. Ward 1 East has five remaining violations, with a completion deadline of Oct. 31, 2025. Ward 2 North has 13 remaining violations; staff is working with legal counsel on next steps. Ward 3 Northeast has 68 remaining violations (extension provided and abatement planned for 2026 if not completed); Ward 3 Northwest has 134 remaining violations due Oct. 31, 2025. Ward 4 Northeast streets are scheduled for violation notices to be sent in February 2026 with an October 31, 2026 completion deadline.
Assistance programs: the city solicited bulk-price bids to provide lower-priced sidewalk replacement to property owners and to support the Community Development Block Grant (CDBG) assistance program. Cooper Concrete Design was the lowest bidder; staff reported unit prices of $400 for a 4-inch section, $500 for a 6-inch section and $600 for an 8-inch section (vendor to honor the same bulk-price rates for CDBG projects). The city has $25,000 allocated for CDBG sidewalk assistance; CDBG-qualified homeowners pay 20% and the grant covers 80%. Staff advised residents to apply early because funding is limited and allotted on a first-come, first-served basis. Landlords may use the bulk-price program but are not eligible for CDBG funding (HUD requirement: homeowner must occupy the unit to qualify for CDBG assistance).
Engineering staff said sidewalk abatement will proceed if property owners do not complete repairs within the posted deadlines and that abated work will be assessed back to the property tax roll.
