Council adopts personnel ordinance, advances amphitheater plan and approves comprehensive-plan contract

The personnel ordinance reclassified three positions in the water/wastewater operations: renaming the Water Pollution Control Plant Operations Supervisor to Water Pollution Control Plant Operations Manager (grade change to 18), creating a Water Treatment Plant Senior Maintenance Electrician (grade 16) and reclassifying the current treatment plant electrician into that supervisory title, and adding one full-time maintenance position for the water treatment plant. City staff said the reclassification of the first position has no budget impact because the incumbent is already at grade 18; the senior electrician position will raise the city water fund by about $4,600 this year; and the new full-time maintenance hire would increase the city water fund by approximately $80,000. The finance director told council funds are available and the increases will be handled in the next quarterly budget adjustment.
Council moved and seconded suspension of the rules and then adopted the ordinance under the emergency clause. Roll-call yes votes recorded in the transcript included Councilmembers Mario Rodriguez, Christine Shoop, Justin Abney, (Missus) DiNalo, Mr. Hack and Andrew Fodor.
On the amphitheater item, staff said construction drawings are about 90% complete and asked council to authorize the city manager to advertise for bids and enter into a construction contract (including change orders) with the lowest and best bidder. For the comprehensive plan update, council authorized the city manager to contract with American StructurePoint to update Painesville's 2006 comprehensive plan. Staff reported nine consultant proposals were reviewed, a short list was interviewed and American StructurePoint was selected. The firm's local business-development director, Mike Conrad, and team member Gabe Litak addressed council and said community engagement (focus groups, public events and social media outreach) will run through the plan's schedule. The total contract cost is $134,920; city staff said $75,000 is budgeted in the 2025 planning budget and the remainder will be budgeted in 2026. Staff estimated an 18-month project timeline. Council voted to suspend rules and proceed; the record in the transcript shows the suspension and motion carried.
