Deputy Mayor Linda Kenley moved to appoint Joy Fowler (recorded in the meeting as Joy Allen Fowler during the oath) to the Community Reinvestment Area Housing Council for a three‑year term; the motion was seconded and approved by voice vote.
After the vote, Fowler came forward and was sworn in for the Personnel Appeals Board, reciting the oath and affirming she would “faithfully execute the office” and “preserve, protect and defend the Constitution of the United States and the charter and ordinances of this municipality.”
Council members praised Fowler’s public service background; Fowler said she had worked in public education as a teacher, counselor, principal and superintendent and expressed her intention to serve the city. The council took no separate vote on the prior Personnel Appeals Board approval, which it indicated had been passed at the previous meeting; the May 5 action formally appointed Fowler to the Community Reinvestment Area Housing Council.
No substantive debate occurred. The appointment is effective immediately; Fowler was instructed on next steps for participation and administrative formalities for the boards to which she was appointed.
