San Angelo City Council certifies May 3 bond and election results; orders June 7 runoff for District 2

The San Angelo City Council on May 14 formally canvassed returns from the May 3, 2025 bond and general elections, declaring Proposition A approved and certifying winners in the mayoral and single-member district contests while ordering a June 7 runoff for Single Member District 2.

The canvass matters because state law requires the governing body to review and declare election results before they are final; the council’s action also set the date for a runoff in District 2 after no candidate obtained a majority of votes there.

City staff reported the results as included in the meeting packet. For the bond measure, Proposition A passed with 5,435 votes in favor and 4,813 opposed, the council said. The council then canvassed the general election results for mayor and two single-member districts and declared the vote totals as read into the record by staff.

The council recited mayoral totals for five candidates: Gary Jenkins (1,704 votes, 17.21%), Trinidad Geary (2,407 votes, 24.31%), Josh Burleson (293 votes, 2.96%), Tom Thompson (5,095 votes, 51.45%) and Juan Acevedo (403 votes, 4.07%). The council declared Tom Thompson the winner of the mayoral contest by majority vote of ballots cast, as announced during the meeting.

In Single Member District 2 the council reported three candidates with the following totals as read into the record: (Butler) 432 votes (33.7%), John Barriault 365 votes (28.47%) and Joe Self 485 votes (37.83%). Because no candidate received a majority, the council found that the two candidates with the highest vote totals — Butler and Joe Self — would advance to a runoff. The council adopted a resolution ordering a runoff election to be held June 7, 2025, for Single Member District 2.

For Single Member District 4 the council reported Patrick Healy received 507 votes (67.33%) and Jamal Schumler received 246 votes (32.67%). The council declared Patrick Healy elected to a four-year term by a majority of the votes cast for District 4.

Council members moved and seconded the resolutions and took recorded voice votes in open session. The packet and the council’s readouts referenced the Texas Election Code and the tabulation requirements under Election Code section 67.004; the motions to canvass the bond and general election returns and to order the runoff each passed on the council floor (the general-council canvass and the runoff order were recorded as passing 5–0 in the meeting minutes).

Next steps noted in the meeting record: the council’s canvass will be reflected in the official tabulation included with the meeting packet and the city will hold the runoff election on June 7, 2025, for Single Member District 2 as ordered by the council.
