The Centerville City Council voted May 5 to approve a record plat that consolidates several parcels into two lots at 255 West Spring Valley Road to support future Stubbs Park renovations and work at the police department site.
City planner Ian (last name not provided) presented the application (PDash2025Dash0012), saying the project would merge six parcels into Lot 1 (Stubbs Park) and seven parcels into Lot 2 (the police department), and convert existing roadway easements into dedicated public right of way. Planning Commission had reviewed the item and recommended approval by a 4–0 vote.
Ian told the council that consolidating parcels was “housekeeping” related to the park renovations and would make future utilities and improvements easier because utilities typically do not cross parcel boundaries. He noted the standards for record plats are in the Unified Development Ordinance (zoning code), Article 509 P2, and staff’s recommendation included a condition: prior to recordation the applicant must address all review comments from public and utility review agencies to the satisfaction of the city planner and city engineer.
A council member asked for clarification about the role of utility review agencies in the process; Ian explained that some review agencies are external utilities and that final technical comments must be resolved before the plat is released for recording. After council discussion, a motion to approve the record plat (application P‑2025‑0012) was moved and seconded and the council approved the application by voice vote. The motion carried.
The record plat will support planned Stubbs Park improvements and future work at the police department site by simplifying property boundaries and formalizing public right‑of‑way dedications. The city will not record the plat until all public and utility review comments are satisfied.
