Planning committee moves forward with backyard‑chicken ordinance; public hearing set for May 13

The Planning, Community and Economic Development Committee reported Ordinance 2025‑06A on April 22 and set a public hearing for the regular council meeting on Tuesday, May 13 at 7 p.m.

The ordinance, on second reading, would amend Section 157.0862 of the Green Codified Ordinances (agricultural uses, animal husbandry and keeping of livestock) to lower the minimum lot size needed to keep chickens from two acres to 0.45 acres (20,000 square feet). The measure would allow six chickens initially, increase to eight for parcels between one and two acres, and allow four chickens per acre beyond that. It provides for 20‑foot setbacks from property lines and — by amendment on April 22 — a 100‑foot setback from any adjacent dwelling.

Planning staff (Mr. Wheezy of the zoning department) told the committee current staffing should be sufficient to handle inspections and permitting. The ordinance would cap permit issuance at up to 100 permits per year and, per amendment, would not preempt homeowners associations: HOAs were excluded from allowing chickens by request.

Committee chair Mr. Davidis summarized the ordinance and said fuller debate and the public hearing will occur on May 13. Councilmembers and interested residents are invited to that meeting for testimony and deliberation.
