Commission approves Highland Estates Phase 1 final plat; recording contingent on infrastructure or bond

SPRINGFIELD, Tenn. — The Springfield Municipal Regional Planning Commission on May 1 approved the final plat for Highland Estates Phase 1, representing 15 lots laid out consistent with the Highland Estates master plan approved in April 2024.
Staff recommended approval of the plat but noted it will not be recorded until necessary infrastructure is built and accepted by the city or until the board of mayor and aldermen approves an appropriate bond. Staff identified the infrastructure elements generally as roads, sewer, water and sidewalks.
The plat follows the previously approved master plan and creates lots that front the cul-de-sac completion of two existing streets, Curtis Wood Lane and Walnut Grove Drive. The roads as shown in the plat are on the east side of the master plan and are not designed to connect to the remainder of the development at this time.
Representing the applicant at the meeting were Philip Doris and surveyor Steve Artz; city staff said any party present could answer follow-up questions about recording and infrastructure acceptance. Commissioners voted to approve the plat; the motion passed with nine affirmative votes.
Recording of the plat and construction work will follow standard city requirements and either completion and acceptance of the listed infrastructure or posting of a city-approved bond.
