The Ripley Power and Light Board voted to accept the utility’s fiscal budget as presented at its monthly meeting, advancing the budget for the department while noting several capital and revenue clarifications.
Alderman Austin moved to accept the budget as presented; Alderman Long seconded. The board took a roll call vote: Alderman Nelson, Alderman Chipman, Alderman Frazier, Alderman Long and Alderman Keywick voted yes; the motion passed.
Superintendent explained the budget shows an operating margin of $36,000 on the department page and separately noted $480,000 per year in generation revenue that the board does not include in the operating budget because it is contingent on operational continuance. “Don't put something in the budget that you go away overnight,” Superintendent said, explaining the board’s conservative approach to revenue recognition if contracted generation were to cease.
The superintendent also described planned capital replacements listed in the budget: two bucket trucks, a digger truck, a 25‑horsepower tractor, a trencher, a skid steer with attachments and other equipment. Board members discussed a 4% pay‑increase figure included as a placeholder for employee compensation adjustments; the superintendent said actual raises may vary by employee and that managers sometimes make adjustments during the year to retain staff.
The budget acceptance at the board level was the first stage of the fiscal process; the superintendent said the board will later present the budget for formal acceptance at a subsequent meeting of the full governing body.
