Michigan House hears committee reports and bill introductions, then adjourns after lack of quorum

The Michigan House of Representatives convened for a brief session, processed committee reports and administrative-rule filings, and introduced a series of bills before adjourning until May 20, 2025, after a member announced a lack of quorum.

Clerk: "The house will come to order. The clerk will open the board for purposes of taking attendance. Members, you may now check-in at your desk. The clerk will close the board, tally display, and announce today's attendance." A short time later, a member announced, "Mister speaker, a quorum of the house is not present," and the House stood adjourned until the date announced.

The session recorded multiple committee reports recommending further action on bills. The Committee on Government Operations reported House Bill 4066 with a recommendation that substitute H-1 be adopted and the bill passed. The Committee on Government Operations, Representative Gold, chair, reported House Bill 4,469 without amendment and recommended the bill pass. The Committee on Regulatory Reform, Representative Aragona, chair, reported House Bills 4,394 and 4,395, recommending passage for 4,394 and recommending substitution H-1 and passage for 4,395. The Committee on Rules, listed in the transcript with Representative Assurity as chair, reported House Bill 4,101 with a recommendation that substitute H-1 be adopted and the bill passed. Those committee reports were referred to the order of second reading of bills.

The clerk announced administrative-rule filings received from the secretary of state, including: 25.04.08 for the Department of Insurance and Financial Services (Term and Universal Life Reserve Financing); 25.04.09 for the Department of Treasury (Internet Gaming Rules); 25.04.10 for the Department of Treasury (Internet Sports Betting Rules); and several filings for the Department of Environment, Great Lakes and Energy concerning hazardous waste management, general provisions and emission limitations and prohibitions. The clerk also announced that House Bill 4,493 had been reproduced and made available electronically on Wednesday, May 14, and that Senate Bills 303 and 304 had been reproduced and made available electronically on Thursday, May 15.

Several new bills were introduced and sent to committee for initial consideration. The transcript records the following introductions and referrals: Representative Boyer offered House Bill 4,495 to amend the code of criminal procedure (referred to the Committee on Regulatory Reform); Representative Rogers offered House Bill 4,496 to amend the Insurance Code of 1956 (referred to the Committee on Insurance); Mr. Ryan Gans offered House Bill 4,497 to amend the public health code (referred to the Committee on Judiciary); Representative Brian Gans offered House Bill 4,498 to amend the public health code (referred to the Committee on Health Policy); Representative Rogers also offered House Bill 4,499 to amend the public health code (referred to Health Policy); Representative Posthumous offered House Bill 4,500 to amend the public health code (referred to Health Policy); Representative Mueller offered House Bill 4,501 to amend the Michigan Regulation and Taxation of Marijuana Act (referred to Regulatory Reform); and Officer Cara offered House Bill 4,502 to amend the occupational code (referred to Regulatory Reform).

The clerk announced upcoming committee meetings: the House Appropriations Subcommittee on Medicaid and Behavioral Health will meet Tuesday, May 20, at 10:30 a.m. in Room 326 of the House Office Building; and the House Committee on Transportation Infrastructure will meet Tuesday, May 20, at 12:00 p.m. in Room 519 of the House Office Building.

Because a quorum was not present, the House did not proceed to second-reading or floor votes on the reported bills during this brief session. The clerk closed the session and announced the House would stand adjourned until Tuesday, May 20, 2025, at 1:30 p.m.
