House approves bill to let insurers offer wellness and value-added services

The Michigan House passed House Bill 4071 on third reading, a statutory change in the insurance code that sponsors said would allow insurers to offer additional value-added services such as wellness programs, telehealth, chronic-disease prevention tools and financial counseling.
Representative Brenda Carter, sponsor of the bill, described HB4071 as technical but "profound personal significance," telling a personal story about her sister and arguing that access to preventive services could reduce risk and lower premiums. "With effective treatment, prevention that conserves both lives and resources," Carter said, urging support for the bill that she described as promoting affordability and inclusion in insurance coverage.
The clerk announced final passage by recorded vote, 108 yeas to 1 nay. The House ordered immediate effect.
