The Senate Health and Human Services Committee unanimously advanced House Bill 329, which would permit a registered nurse to perform intrauterine insemination (IUI) and other forms of artificial insemination under the direction and with the physical presence of a supervising physician.
Representative Scott Hilton, the bill sponsor, told the committee the measure responds to clinical practice in other states and was brought to him by a constituent who practices in artificial insemination. “A lot of families, the first step in the conception process for those that are struggling is to go the IUI or artificial insemination route,” Hilton said. He emphasized the nurse would act under physician direction with the physician physically present on site.
Hilton said the bill had been reviewed and supported by several professional groups, including obstetrics and gynecology organizations, and that it passed the House unanimously, 167‑0.
Committee members offered no substantive amendments at the hearing. Senator Orrock moved to pass the bill; Senator Halborn seconded. The committee advanced the measure by unanimous voice vote.
