City staff updated the Ephrata City Council on progress for the new municipal water tower and sought direction on what, if anything, should be displayed on its exterior.
Public works staff reported the contractor had completed the sixth of 19 steel rings and that welding should be finished around mid-June. Staff estimated a roughly three-month painting timeline after steel work is complete, putting the tower in service in late September or early October. The bid documents call for a plain white finish by default and include a $20,000 allowance for a logo, which staff said would not support an extensive painted mural but could cover a modest logo or decals.
Councilors discussed options: a painted logo, a vinyl decal applied by the manufacturer’s installers, or engaging local students to help with elements of the design. Staff advised the council that decals have been used elsewhere and can be lit and maintained similarly to paint. The council also instructed staff to check trademark and permission issues — staff said they would consult the school district after an initial inquiry from the superintendent indicated permission could be considered for use of a school “E.”
Council direction at the meeting was to return with pricing and narrowed logo options; no final design or contract amendment was approved during the public portion of the meeting. Staff noted the site will be fenced and that the tank’s finish will use graffiti-resistant paint where upgraded.
The council also reviewed branding options for the city’s broader logo and asked staff to present refined options at an upcoming meeting.
