Vancouver unveils new boards-and-commissions portal and proposes biannual recruitments

City staff presented proposed revisions to the boards and commissions policy and a new online application portal at a May 12 workshop, and described outreach and recruitment changes staff said have already increased candidate interest.
Lisa Bridal, deputy city manager, and Tawny Maroon, senior support specialist, reviewed policy updates that include more inclusive language, aligned terms of service, clearer interview and reappointment processes and potential Vancouver Municipal Code edits if the council approves the policy. Maroon described outreach work at community resource fairs, library tabling and partnerships with Clark College and Washington State University Vancouver, and said a recent January recruitment produced a 38% increase in applications for the Cultural Arts and Heritage openings compared with January 2024.
Maroon also demonstrated a new application portal intended to be mobile friendly and to allow staff to tailor questions for specific boards. The portal will remain accessible year-round; application forms will open during recruitment windows. Staff said the long-term intent is to move from frequent, on-demand recruitments to a more consolidated biannual recruitment schedule, but aligning term end dates will require amending current term expirations so vacancies fall within the consolidated cycle.
Councilors raised process questions. Several members called the five-day response window for council interviews too short and asked staff to allow more time or align reply deadlines with days when most councilors are in the office. Councilor Sobeck asked that corrected board names and up-to-date terminology be used in the policy, and others urged staff to add a formal feedback loop for applicants and to track how many candidates who indicate interest in “other boards” are later placed on additional commissions.
Staff said they will consolidate term expirations where possible, bring drafts of any VMC amendments back to council, and return with a proposed biannual recruitment schedule and additional policy edits for council consideration.
