Senate Resolution 386, presented by Senator Moore, would create a study committee to examine consumption‑based tax options commonly referred to as a "fair tax" and to review Georgia's overall tax structure and exemptions. Moore said the resolution mirrors a 2013 study and would allow appointed legislators and appointees to take a deeper look at revenue mechanisms and exemptions.
Committee members discussed the merits and caveats of shifting to consumption taxes. Senator Estevez cautioned that sales taxes can be regressive and urged examination of impacts on households earning $100,000 or less and other working families. The sponsor said an inventory of existing exemptions and credits (a 200‑page list previously provided to the committee) would be part of the study.
A motion to pass the resolution was made and seconded; the committee approved the resolution by voice vote with three senators recorded as opposed. The chair announced the motion carried.
