The Senate Finance Committee voted to pass House Resolution 32 and its companion, House Bill 90, measures that increase the cap for Conservation Use Valuation Assessment (CUVA) properties from 2,000 acres to 4,000 acres.
The committee chair advanced the resolution and the associated enabling legislation as a policy to preserve family farms. The House Leader of Administration, who presented the items, said, “All this does ... is increase the cap on CUVA from 2,000 acres to 4,000 acres.”
The presenter told the committee the change is intended to prevent technical splits of large family holdings and to support the continued operation of multigenerational farms. “Policy is, the Senate’s well aware is that we want to promote, the existence of family farms in our state,” the presenter said.
Senator Dolezal noted that the House record showed opposition and asked about the 62 “no” votes recorded in the House against the related House Bill; the presenter replied that political opposition on an unrelated issue had briefly delayed consideration but that the resolution ultimately passed with the necessary constitutional majority in the House.
Committee members moved and seconded the measures and passed both by voice vote; committee roll-call tallies were not specified in the transcript.
The measures now move forward with Senator Sam Watson identified in the committee as the Senate sponsor for the enabling legislation.
