Kalita read the motion aloud, concluding: "I move that any land use matter brought forward by a member of the planning commission under YMC 1.42 0.03 d 4 as a proposed initiative of the commission shall first require a majority vote of the commission to be formally added to the work plan or considered in future discussion." She added that "personal opinions or priorities not supported by the commission as a whole shall not be added to agendas or brought forward repeatedly at meetings without prior agreement."
Commissioners discussed alternatives and context rather than imposing a new procedural rule. Some said the commission—s existing agenda item "other business" is the appropriate place for individual topics and that staff-led briefings are preferable when factual context is needed. Several commissioners said they support sharing materials outside of meetings and receiving staff-provided education on complex statutory changes rather than repeated member-led presentations.
After a roll-call vote, the motion failed 3-6. The recorded votes were:
