The bailiff policy change records in policy No. 111 that bailiffs — classified as part-time, nonqualifying employees — will be paid a minimum of four hours for court call-ins and a two-hour minimum for meetings and trainings (previously a four-hour minimum for meetings). The committee said the change reflects a long-standing practice that had not been written into policy and noted the position’s irregular hours and recruitment difficulties. Chair (name not specified) moved the item; the motion passed on a voice vote.
Cameron, county administrator, summarized the rationale for putting the practice into policy: bailiffs often must clear their schedules for a full day but may only be needed for an hour or two, and the minimum-pay rule offsets that uncertainty. Judge Bissinger and other committee members spoke in support, noting the role bailiffs play in courtroom safety. The committee recorded the current hourly rate for bailiffs in discussion as $18.18 per hour.
On Clearview’s Nursing Tuition Assistance Program, the committee approved a proposal to shorten the payback requirement tied to tuition assistance. Under the revised terms, the maximum benefit remains $4,000 for LPN training and $8,000 for RN training, but the hours-per-dollar payback obligation has been reduced from a 1:1 (one dollar equals one hour of obligated service) to one dollar equaling two hours of work toward payback — effectively halving the required service time.
