Committee approves Clearview renovation bids; members press for clearer fiscal note and funding totals

The Dodge County Finance Committee voted to advance a resolution awarding low qualified bidders on eight of ten construction contract packages for the Clearview Behavioral Health Renovation Project and to reject two packages for rebid (studs/drywall and flooring). A construction manager said drywall bids were improperly submitted and flooring bids were not delivered to the county clerk, so the two packages will be reissued.

Committee members pressed staff for clearer financial disclosure. Finance staff provided summary fund‑balance figures during the meeting: spendable fund balance at the end of 2023 was described as about $7 million, and 2024 results were described as adding roughly $2.5 million–$3.3 million to that balance (speaker: finance staff). Committee discussion cited the approved capital improvement plan (CIP) totals and project estimates: a cited CIP total was $7,170,000 for a set of projects covering 2025–2026 and the Clearview renovation was reported as having incurred about $5,100,000 of costs to date, leaving an estimated excess of roughly $2,000,000 in spendable fund balance according to staff comments. Committee members and staff said remaining contract packages, furniture and soft costs still needed to be finalized.

Several committee members criticized the resolution and fiscal note for not stating the total amount being authorized in a single, clear line. One member asked that future resolutions include the aggregate dollar authorization (or a maximum parameter) in the be‑it‑resolved clause and in the fiscal note so board reviewers can easily compare resolutions to the CIP. A motion to authorize the committee chair to sign the fiscal note was carried by voice vote.

Committee members also discussed Clearview operations and funding. Staff said Clearview operates under Dodge County and that revenues, client billings and internal cashflow have historically allowed Clearview to pay debt service; staff said Clearview continued to generate operating income that increases fund balance. Committee members asked staff to continue monitoring the fund balance and to return if circumstances change. The committee’s action will be forwarded to the full county board for final approval.
