Dodge County board adopts resolutions, reappointments and zoning measures; town rezoning draws divided vote

At its April meeting the Dodge County Board approved several reappointments and proclamations, passed land-use and law-enforcement code changes and confirmed a committee-backed town zoning amendment over a 16-9 vote.
The Dodge County Board of Supervisors on April 15 approved a package of appointments, commendations, ordinances and zoning reports, including reappointments to the Human Services and Health Board, a commendation for a retiring employee and several land-use and law-enforcement code changes.
The board confirmed reappointments of Larry Bischoff, Jennifer Hedrick and David Godshall to the Dodge County Human Services and Health Board for three-year terms ending April 21, 2028; and appointed Jason Valerius to a two-year term on the Community Development Fund Advisory Committee expiring Aug. 1, 2026. Motions to confirm both were moved and seconded and carried without recorded opposition.
Resolutions and proclamations: The board adopted Resolution 25.01, commending Barbara Burt for 32 years of service as a transportation driver with the Human Services and Health Department; and Resolution 25.02 designating April 21-25, 2025 as Work Zone Awareness Week. The Work Zone Awareness Week resolution passed on a recorded tally of 24-0.
Zoning and land-use items: The board considered several land-use reports from the Land Resources and Parks Committee. A town zoning amendment for the Town of Chester (petition of Jeffrey and Jennifer Navas revocable trust to rezone 22 acres from farmland preservation to A2) drew discussion and concern from multiple supervisors about removing farmland from preservation. Committee chair and staff said the countyrole was to verify that town procedures were followed; the board affirmed the town committee's action 16-9.
A separate county-initiated rezone (Ordinance 1165) to rezone approximately five acres from A1 prime agriculture to A2 passed by voice vote 24-0 with one abstention recorded on the roll.
Law enforcement code changes: The board passed Ordinance 1166, amending chapter 5 (law enforcement) sections 5.015.03 of the Dodge County Code (vote 24-1), and Ordinance 1167 to repeal and recreate section 5.04 (civil service) of chapter 5 (vote 25-0). Finance committee review notes attached to Ordinance 1167 indicated no fiscal impact.
