County budget update flags several building accounts in the red and high IT license costs

County staff told supervisors that several building-related accounts are over budget and that IT maintenance and license costs have exceeded projections after budget cuts.
Jeff, who presented the budget figures for the facilities department, said one account showed roughly $4,500 in the red for Henry Dodge building parts and equipment and that jail services were already at about 67% of the annual budget. He said board rules prevented carrying over some 2024 funds into 2025 as previously discussed, which will force some accounts to run deeper into the red than anticipated. "Back in February we talked about carrying over some funds for a couple of those accounts, and that did not happen because of the county board rules," Jeff said.
Jeff said the department returned more than $200,000 to the general fund last year and that staff expect to request a general fund transfer later in the year to cover items that were scheduled in 2024 but paid in 2025. He flagged a computer maintenance and license line that was showing 192% of its expected spend. Committee members asked whether that account reflected large up-front payments; Jeff said some vendors charge in lump sums and that the department had originally budgeted for higher IT replacement costs that were later cut in finance, leaving the account short.
Supervisors did not take formal action at the meeting on budget transfers; they received the update and asked staff to monitor accounts and report back if transfers become necessary.
