Vancouver council reviews proposed 2025 downtown design guidelines, debate centers on materials and pedestrian access

City staff and a consultant team on Monday presented Vancouver City Council with a draft update to the city’s downtown design guidelines, proposing clearer, verifiable guidance for ground-floor design, façade materials and window detailing while narrowing some high-cost requirements to the city’s historic overlay district.

The review matters because the current guidelines date to 1995 and staff said the scale and pace of downtown development have changed markedly; the update is framed as a tool to give staff and applicants a clearer, more consistent way to review projects and to preserve downtown character as growth continues.

City Manager (unnamed) and Jason North, the city’s development review manager, and a Raymond Associates consultant, Kristen Seneck, outlined the draft’s goals: simpler administration, a staff checklist for design review, and guidance on active ground-floor uses, vertical façade rhythm, high-quality materials at the ground floor and recessed window detailing to add visual depth.
