City staff outline timeline, budget and contractor selection for operations campus

City staff gave the Vancouver City Council an update April 28 on the city operations campus project, reporting recent procurement progress, a current budget range and a construction schedule.
Capital Projects Manager Jason Olsen said the city has completed a qualifications-based selection process for a general-contractor-construction-manager (GCCM); the city is negotiating with Skanska USA. Olsen said the city received eight qualified RFQ responses, shortlisted three and is now reconciling contractor estimates with third-party estimates.
Olsen described a schedule that has schematic design completing in June, mass grading and initial site work beginning July–August 2025, and major construction through 2026–2028 with substantial completion currently planned around November 2028. He said the project remains within the previously reported budget range of $168–178 million at this stage.
Councilor Stober asked about the project’s "Level 4 resiliency." Olsen said the designation means the campus will remain operational after a major seismic or weather event, noting ground improvements such as 40- to 50-foot rock columns under building pads, and structural investments to minimize disruption. Olsen said staff will present a fuller workshop update on July 7 with more renderings and details.
Next steps: staff will continue negotiations with the GCCM, finalize contractor estimates and present additional design material and outreach to the Sunnyside neighborhood before major on-site work begins this summer.
