Mound awards $115,018 seal-coat contract for Island Park streets; street reconstruction bids under way

Mound City approved a resolution on May 13 awarding the 2025 seal-coat project to Allied Blacktop, the low bidder at $115,018, covering the southeast portion of Island Park from Bradford Lane and Devon Lane to Island View Drive and a fog-seal refresh for Andrews Sisters Trail.
Matt Bauman, the city engineer, told the council the city requested quotes from three contractors and received two bids; Allied Blacktop was the low bidder and has completed past projects for the city. "We got them back back from 2, Allied Blacktop and Pearson Brothers, and Allied being the low at $115,018... we do recommend the award to them," Bauman said.
Council members were also told a larger street reconstruction project is currently out for bid; staff said results will be returned to the council at a future meeting and that construction timing will depend on contractor schedules. During council remarks staff and members confirmed sidewalk repairs, including areas cited by residents near Artessa and Old Shoreline, are on the city's repair list with work planned this summer.
Among consent items the council approved earlier were pay request No. 3 (final) to Blackstone Contracting for $940.31 for Surfside Park playground improvements and an HPA request No. 1 for $220,882 to Wigmore Construction for phase 1 of water treatment infrastructure improvements.
The council approved the seal-coat resolution by voice vote. City staff said the seal coat is a surface treatment intended to extend pavement life and that the fog-seal at Andrews Sisters Trail will refresh a surface last treated several years ago.
