South Plainfield council adopts development-review fee change, approves budget-cap ordinance and introduces capital upgrades

The South Plainfield Mayor and Council voted 6-0 Monday to adopt Ordinance 23-47, which amends Chapter 5.15 on performance guarantees and inspection escrow fees, and Ordinance 23-48, which permits the borough to exceed the municipal budget for cost-of-living adjustments and to establish a cap bank pursuant to NJSA 48:4-45.14.

The measures passed without public comment after the council opened and closed the public hearing for final adoption. Mayor Matthew Pineish presided while Miss Antonides, the municipal clerk, conducted the roll calls.

Why it matters: the adopted ordinances change how developers post performance guarantees and allow the borough to bank municipal budget cap increases for future use. Council members said there was no further comment before voting.

Council also introduced three ordinances for first reading by title and set public hearings for May 19 at approximately 7:00 p.m.: Ordinance 23-49 (amending Chapter 2.78 on laundromats), Ordinance 23-50 (a capital ordinance authorizing municipal building upgrades, including a new roof at a cost of $640,000 and information-systems upgrades at $60,000) and Ordinance 23-51 (amending Capital Ordinance 21-69 to add the South Plainfield Senior Center parking lot). All three introduction motions passed on voice votes and roll call, 6-0.

Separately, discussion about Ordinance 23-52 (an ordinance to amend Chapter 5.15 titled Development Review) was deferred. Council members agreed to move the matter to the May 19 meeting for additional review and comment rather than adding it to the current agenda.

Next steps: the council will hold public hearings on the introduced ordinances on May 19; final adoption motions will follow the public comment period at that meeting.
