Somers Point council approves executive-session resolutions, consent agenda and Anchorage Tavern extension; bills approved

The Somers Point City Council approved two resolutions authorizing the council to meet in executive session — one concerning potential development negotiations for property at 939 Bay Avenue and one concerning contractual negotiations related to patrol and dispatch — and approved routine business including meeting minutes, a consent agenda and payment of bills.
At the start of business the council voted to approve the regular and executive-session minutes of April 10, 2025 (motion and second on the record; no roll-call tally recorded). The council then opened and closed the public comment period on resolutions and voted to approve Resolution No. 119 of 2025, "authorizing executive session, advice of counsel and attorney-client privilege communication regarding the status of potential development negotiations involving the property located at 939 Bay Avenue." The resolution was approved without recorded opposition.
The council then approved Resolution No. 120 of 2025, "authorizing executive session, advice of counsel, and attorney-client privilege communication regarding the status of contractual negotiations between the BPA, patrol and dispatch, and the city of Somers Point." A council member stated a conflict of interest and recused himself from Resolution 120 and the related Resolution 121 (the council held Resolution 121 to consider after executive session). The council recorded no opposition to Resolution 120.
The consent agenda was approved. The council approved an application to extend the premises for the Anchorage Tavern on April 26, 2025, from 11 a.m. to 6 p.m.; the motion passed with no recorded opposition. The council approved payment of the bills after discussion of the bill list. Finance staff (Shana) reported an adjusted bill-list total of "$197,418 and $90.91 cents" and a record of payment in the amount of $29,758.78. One council member said they would recuse themselves from the line-item reimbursement labeled "Bayfest giveaway reimbursement," which the member said was payment for two bikes they purchased to give away at the event; the council accepted that recusal. Council members also questioned a line item referencing NJWEA (New Jersey Water Environment Association); staff said one conference charge was being reviewed and that the city had paid for a staff member to attend a stormwater management conference the prior year.
The council announced it would recess for a brief break before going into executive session and noted that the public would be invited back into the meeting room if the council returned from executive session and took action.
