Council approves supplemental appropriations ordinance; net increase about $50,118

Huron City Council approved supplemental appropriations at its May 2025 meeting, adopting an ordinance amending the 2024 appropriations to account for several items, city staff said.
City Manager Michael Hamilton described the ordinance (Ordinance No. 2025-11) as a standard appropriations measure and said the total net impact listed in Exhibit A is $423,768. He explained some line items are offset by grant receipts; specifically, he said $138,000 shown as coming from the fire levy fund will be zeroed out by incoming grant money. Hamilton also said several line items for TIF-backed expenditures are backed by payments the city receives from the county.
"If you take out all of those backed out, there's 26,000 for streets," Hamilton said, and noted the city has already spent more than $16,000 on a single plow repair this year. After balancing the listed transactions and offsets, Hamilton said the net impact to the appropriation budget would be roughly $50,118.
Council members moved the ordinance through the suspension of the three-reading rule and recorded final adoption by roll call; votes in favor were recorded by council members present.
The ordinance lists line-item changes across multiple funds and identifies grants and TIF receipts as funding sources for specific entries. Staff said more detailed accounting appears in Exhibit A attached to the ordinance.
Council members asked no substantive policy questions on the measure and approved final adoption.
