Staff said the hybrid nature of the position — combining building inspection and code-enforcement responsibilities — has made recruitment difficult, and that the city has advertised on the city website, social media, professional associations and targeted job boards. An RFP for temporary consulting support has been completed and is under review; if the city pursues a consultant, staff will return to the council with a separate agreement for approval.
Council members asked whether the position could be split into two roles; staff replied the workload did not justify two full-time positions and that neighboring jurisdictions face similar recruitment challenges.
No public comments were received on the hearing. Because AB 2561 requires an annual presentation, staff concluded that no formal council action was required beyond the hearing and the report.
