The Fillmore City Council held a public hearing and adopted Resolution 25-4070 to confirm annual budgets and order levy and collection of assessments for seven storm-drain maintenance districts for fiscal year 2025–26.
Finance Director Deborah Cavallaro and Willdan consultants explained the districts’ budgets fund maintenance for retention basins, biofilters, catch basins and related storm-drain infrastructure, and include maintenance of the Santa Clara River levee adjacent to some district properties. As with the city’s landscape-and-lighting districts, the engineer’s report applies a CPI-based inflation adjustment; the January-to-January CPI change used in the report was 3.33%.
No public comments were received during the open hearing. Councilmember (mover) moved adoption of the resolution; a roll-call vote recorded several “aye” votes and abstentions by members with property conflicts in specific districts. The measure passed, authorizing staff to place the assessments on the county tax roll and incorporate the district budgets into the city’s annual budget.
Deborah Cavallaro said staff and Willdan are available for follow-up questions and that the assessment confirmation supports ongoing maintenance contracts for the storm-drain system.
