Council approves rezoning for indoor athletic facility at 1451 12th Avenue SE

The Norman City Council unanimously adopted an ordinance rezoning property at 1451 Twelfth Avenue Southeast to an alternate Simple Planned Unit Development (SPUD) on May 13, clearing the way for an indoor athletic facility south of the existing Tinker Federal Credit Union.
Todd D’Amico, a land‑use representative for the applicant, told council the major change to the SPUD is the addition of an indoor athletic facility use for the vacant parcel. D’Amico said the developer has submitted a proposed site layout and a short‑form plat to separate the excess property from the Tinker parcel.
Council members asked about stormwater, lighting and landscaping. D’Amico said the original development plans for the larger property included stormwater infrastructure sized to serve a commercial parcel at this location and that the proposed building and parking will undergo standard civil review and permitting. He said there were no renderings available at the meeting and that lighting will comply with the city’s commercial lighting ordinance.
When Councilmember Holman asked about trees and landscaping, D’Amico said islands and new trees are shown on the plan and that a formal landscape plan will be required as part of the civil submittal and must meet the city’s landscape requirements.
The council approved the rezoning on second reading, section by section, and then on final reading as a whole; both votes were unanimous. The ordinance rezones the subject parcel from its current SPUD classification to an alternate SPUD that explicitly allows the indoor athletic facility use described by the applicant.
