County Clerk and Recorder Mel Castle opened the hearing, citing the Colorado Liquor Code (Title 44, Article 3 of the Colorado Revised Statutes) and the notice and hearing procedures required by statute. Clerk Castle reported the application (received Jan. 15, 2025 from Akasa/Casa Sanchez VI) included organizational documents, proof of legal possession of the premises, a diagram and background-check approvals. The applicant told the board the site formerly housed the Smiling Pig and that the application was for a new license rather than a transfer.
Applicant Rogelio Sanchez Ramirez spoke in support, saying the restaurant intends to serve alcohol with food and that staff have completed alcohol-server training and would check IDs. Commissioners asked about ID procedures, storage and ordering; the applicant said liquor is secured in an office after hours, the manager places orders through the company's supplier and staff had received TIPs/serving training. Clerk Castle confirmed the applicant currently holds a license at another Park County location in Fairplay.
No members of the public opposed the application at the hearing (no hands raised on Zoom or in the audience). A motion to grant the license passed by voice vote with no recorded opposition. The board closed the hearing and returned to regular session.
