Committee adds federal citation and moves service-animal policy to first read with clarifications

Dr. Redmond (Board member) and other members noted the draft states the district "may not" request documentation when an individual requests a service animal, and asked that the AR include a link to the controlling federal regulation. Christine (Superintendent) said the appropriate citation is 28 C.F.R. —7 35.13 (federal rule implementing the Americans with Disabilities Act) and agreed to add that link to the AR so readers see that the restriction stems from federal law.
The committee also discussed operational routing: the building principal receives a request and forwards it to the superintendent; a board member asked whether the director of special education and the supervisor of special education should also be included in that routing to ensure district staff are aware. Staff noted that service-animal requests are not necessarily linked to disability-service determinations in every case but agreed to clarify routing in the AR.
The committee instructed staff to add the federal CFR link, consider including special-education leadership in notifications where appropriate, and move the policy to first read.
