Members of the Keystone Central SD policy committee debated on May 14 whether applications for school-board vacancies should be submitted to the superintendent's office or to the school board secretary and asked the solicitor for a written opinion.
Elizabeth (Board member) recommended changing the application form to direct submissions to the school board secretary rather than the superintendent's office. Superintendent Christine said the board secretary's administrative duties are carried out within the superintendent's office in the current district structure and noted that the district historically routed board-related materials through her office.
Board members disagreed about whether the board has authority to appoint or hire a board secretary. Christine said, "The board only directly hires a superintendent and assistant superintendent," while Elizabeth and others pointed to language in the district's appointment code and asked for solicitor clarification. Christine agreed to forward the question to the solicitor for a written ruling on whether the board appoints or hires the board secretary under the cited appointment provision (section 005).
The committee agreed to seek the solicitor's guidance and bring the question back to the committee once the solicitor responds. No change to the application form was adopted at the meeting.
